NEW YORK POLICE COMBAT ASSOCIATION INC.

BY-LAWS

NAME AND OBJECTIVE

  1. The name of the Association is the:

New York Police Combat Association Inc.

  1. The objectives of the Association shall be to:
    1. Promote the safe and efficient handling of firearms among Law Enforcement officers and civilians, particularly in the State of New York.
    2. Promote increased skills in the use of firearms by sponsoring sanctioned competitions and leagues among firearm users.
    3. Recognize outstanding achievement in combat pistol competition and law enforcement firearms use by making suitable awards.
    4. Establish regulations, rules, and standards for the conduct of combat pistol competitions sanctioned by the Association within the State.

MEMBERSHIP

  1. There shall be the following classes of membership:
    1. Individual members shall be residents of or working in New York State who qualify as ‘Police’ within the definition contained in the National Rifle Association Police Combat Pistol Rules (2.4) at the time of their application for membership. A member in good standing who subsequently relocates out of New York State may complete the competitive year.
    2. Retired members shall be an individual member who, while being in good standing, retires and relocates out of New York State may remain a member of this Association. This member must maintain continuous membership with this Association and if said membership should lapse, then reinstatement will not be permitted. This member is eligible for all annual awards except the Governors Ten/Twenty Awards.
    3. Individuals who have been members for 25 consecutive years shall be declared Lifetime Members and, as such shall no longer be required to pay annual membership fees.
    4. Civilian members, formerly classified as open members prior to 2015, shall be residents of or working in New York State who do not qualify as ‘Police’ within the definition contained in the National Rifle Association Police Combat Pistol Rules (2.4) at the time of their application for membership. A civilian member in good standing who subsequently relocates out of New York State may complete the competitive year.  Civilian members may hold an elected office in the Association, except the president of the Association must be an active or retired law enforcement member.
    5. Match Sponsors shall be those organizations which hold police combat pistol competitions sanctioned by the Association.

 

  1. Persons, otherwise qualified to compete, who do not live or work in the State of New York shall not necessarily be excluded from Association activities, but they may not be members.
  2. Applications for membership shall be made in writing to the Secretary/Treasurer with such information and fees as may be required at the time of application. Additional information or clarification may be required.
  3. All memberships beginning after the last day of the final match in the Governor Ten/Twenty League season shall be terminated on the 31st day of December of the following year. All other membership and renewals shall be terminated  on  the  following  31st    day  of  December. Membership for which dues have not been paid by the 31st  day of March shall be deemed vacant and considered new members.

ORGANIZATION

  1. There shall be seven (7) elective officers of the Association: President, 1st Vice President, 2nd Vice President, Secretary/Treasurer, Chief Statistical Officer, Corresponding Secretary, and Sergeant at Arms.
  2. There shall be an Executive Board, composed of the President, 1st Vice President, 2nd Vice President, Secretary/Treasurer, Chief Statistical Officer, Corresponding Secretary, Sergeant at Arms, and Chaplin. They will meet from time to time to conduct the business of the Association.
  3. There may be such other appointed officers as the Executive Board may direct. Appointed officers may not vote on the Executive Board.
  4. All business of the Association may be conducted, questioned, discussed, ratified, revoked, or amended at the Annual meeting. A quorum shall consist of those members present.
    1. There shall be at least one (1) meeting each calendar year.
    2. The order of business shall include:
      1. A reading of the minutes of the previous meeting
      2. Reports of Officers
      3. Reports of Committees
      4. Old Business
      5. New Business
      6. Election of Officers
  5. In the event of incapacitation of the President, the 1st Vice President shall succeed him. Other vacancies shall be filled for the remainder of the term by vote of the Executive Board.
  6. Voting at any meeting shall be limited to one (1) vote for each member present. Match Sponsors will have one (1) vote, but no individual member shall exercise more than one (1) vote.
  7. Special Meetings may be called from time to time to conduct the necessary business of the Association.
  8. The President may call special meetings, by a majority vote of the Executive Board or by written petition of 10% of the membership.
  9. Special meetings must be called with at least thirty (30) days notice, giving the date, time, and place of the meeting and the proposed business to be conducted.

 

OFFICERS

  1. The President shall preside at all meetings of the Association and the Executive Board of the Association. He/she shall be a member ex-officio of all committees and shall perform such other duties as may be appropriate to his office.
  2. The 1st and 2nd Vice President shall perform the duties of the President in his absence and such duties as the president of the Executive Board may direct.
  3. The Secretary/Treasurer shall be responsible for:
    1. The maintenance of the Association records;
    2. The custody of all the Association papers and documents;
    3. The receipt and disbursements, and the records thereof, of all Association funds;
    4. And for such other duties as may be assigned by the President or the Executive Board.
  4. The Corresponding Secretary shall be responsible for:
    1. All correspondence to and from individuals and organizations in relation to the Association.
    2. The preparation and distribution of the Association Newsletter.
  5. The Chief Statistical Officer shall be responsible for;
    1. Maintaining the scores fired in all Association matches and determining the various winners of annual awards.
    2. Compiling the results of all association run matches.
  6. The Sergeant at Arms will be responsible for:
    1. Under the direction of the presiding officers, maintains order and decorum among the members and all persons present at a meeting and may even expel persons from the meeting. He may act as doorkeeper and is responsible for admitting only eligible persons and for such other duties as may be assigned by the President or the Executive Board.
  7. The Chaplin shall be responsible for:
    1. The spiritual well-being of the membership and may offer prayer, reflection and guidance to individual members and for such other duties as may be assigned by the President or the Executive Board.

 AMENDMENTS

  1. Amendments to these by-laws may be accomplished at the Annual or Special Meeting, except that any amendment to be acted upon at a Special Meeting must be published with the meeting notice at least thirty (30) days prior to the proposed Special Meeting.
